Anyone know how to get the language bar to remember the chosen language for a program?

My main language in Windows XP is set to Danish, if not then I don't get our vierd moon language characters. However when I'm using programs such as Photoshop CS3 and others that rely heavily on shortcuts I need to switch to English from the language bar in the taskbar or else halv the shortcuts that uses stuff like brackets won't work and I don't want to recreate them all, in Photoshop alone there's like a thousand.

Everytime I start a program or if I task switch from a program, XP RESETS my language back to Danish.

Does anyone know if there's a way to make XP remember what language I choose for each program so it sticks? It's driving me INSANE.
