DM goal score?

OK, I'm trying to change the default DM goal score to 15 so that any map I try offline the menu automatically comes up with a goal score of 15. Why isn't it working? I have this section now in both UTGame/Config/DefaultGame.ini and UTGame/Config/UTGame.ini now and it's not working:

As you may already know, the -nohomedir is still applied to the executables I click on as well. Oh yeh, it comes up as 20 all the time for some odd reason every time I exit the game and get back in.
